Aviation Regulatory Performance & Compliance Masterclass; Enhancing ICAO SARPs Implementation, Revenue Assurance and Consumer Protection
This masterclass provides an integrated capacity‑building platform for aviation regulatory personnel and other key stakeholders, designed to strengthen their ability to deliver effective aviation oversight, institutional performance, regulatory compliance, and consumer protection.
Participants will gain a comprehensive understanding of the global aviation regulatory ecosystem, including the governance framework established by the International Civil Aviation Organization (ICAO) and the operational implications of ICAO’s Standards and Recommended Practices (SARPs).
The programme begins by exploring the strategic role of civil aviation authorities within national aviation systems, emphasising how regulatory institutions can achieve higher levels of efficiency, transparency, and operational effectiveness. Participants will examine how governance structures, oversight mechanisms, and policy frameworks contribute to aviation safety, regulatory credibility, and international compliance.
A core focus of the masterclass is the implementation of ICAO SARPs and State safety oversight obligations. Participants will study the Eight Critical Elements of Safety Oversight Systems assessed under the ICAO Universal Safety Oversight Audit Programme, with particular attention to improving compliance levels, audit preparedness, and the effective development and monitoring of corrective action plans.
The programme also addresses regulatory performance optimisation by introducing practical frameworks for strengthening inspectorate functions, improving surveillance programmes, enhancing compliance monitoring systems, and promoting institutional accountability within aviation regulatory authorities.
In addition, the training explores revenue assurance and financial sustainability within aviation regulatory institutions. As regulators must maintain sustainable funding mechanisms to support oversight activities such as inspections, certification, safety audits, and technical capacity development, participants will learn practical approaches to:

The programme is intended for experienced aviation professionals involved in the oversight, regulation, or management of air transport operations. This includes Civil Aviation Authority (CAA) inspectors and officers in Flight Operations, Safety, and Compliance functions; aviation safety oversight senior and middle managers and supervisors; State Safety Programme (SSP) personnel; air transport regulatory and policy staff; airline compliance and safety managers; aviation auditors and inspectors; and personnel involved in aviation consumer protection and airline oversight roles.
Prerequisite: While not mandatory, it will be of significant benefit for participants to have prior knowledge or professional experience in air transport regulations or operations, aviation safety, or regulatory oversight.
