Capacity Development Programme for Health Insurance Management

In 2022, the National Academy of Medicine published a discussion paper that responded to the growing interest in supporting precision health insurance schemes through health policy by proposing frameworks that leaders in policy, business, and healthcare could reference for the development and integration of precision healthcare solutions.

These references are key to the development of this specialist programme – “Capacity Development Programme for Health Insurance Management,” which will proffer innovative financing strategies to combine available financial tools into new packages and/or use established financial tools with new customers, in new healthcare markets, or in strategic ways to solicit new investments.

The programme will explore comprehensively the current trends in the use of artificial intelligence and robotics in the health insurance and healthcare management sectors. There is a form of creativity in formulating a problem and making a diagnosis; the ability to give an understandable explanation to a patient about their condition also requires creativity, as one needs to be able to tailor the explanation in response to the healthcare user’s reaction. The method used to fund a healthcare system can affect who is financially responsible, the number of resources available, and how resources are allocated. Other methods of funding health care include hypothecated taxes, which are assigned to a specific purpose, such as health care; social insurance, which can sometimes be compulsory by law; community-based insurance; and external aids.

Key modules of this specialist programme will include the following:

  • Use of Artificial Intelligence / Robotics in Health Insurance.
  • Current Trends in Use of Data Analytics for Healthcare Financing to help healthcare providers and regulators perform better.
  • Innovation and Creativity Initiatives in Healthcare Finance and Entrepreneurship.
  • Corporate Governance / Leadership in Health Insurance Schemes.
  • Developing and Implementing Healthcare Financing Strategies.

The programme offers senior managers and directors in health insurance and healthcare management sub-sectors a single-source reference, bringing together the theoretical background of the healthcare economic appraisal, literatures, and healthcare investment in practice. It is designed to explore the experiences of management teams of national health insurance schemes using peer-to-peer reviews to enable practical applications and benefits from the substantial practical experience for participants to utilise for their own national strategic precision health expansion policies. This is a must-attend for all Senior Directors (and their deputies) in the healthcare management and health insurance sector at national and/or international levels.

Objectives
  • Get a good grip of current trends in the use of new technologies for improved healthcare financing, including the use of big data, analytics, and artificial intelligence to help healthcare providers make better decisions, which can lead to new ways of financing healthcare.
  • Improved use of digital health technologies for healthcare financing including electronic health records (EHRs), telehealth, and wearable devices, etc.
  • Better understand value-based care in the management of healthcare financing, including the use of payment models that reward providers for delivering high-quality, cost-effective care.
  • Develop a good understanding of innovative financing mechanisms that have raised significant amounts for global health, including levies charged on air tickets, and governments investing portions of funds generated from public sector operations in their countries for healthcare.
  • Become better able to use population-based payment models, including those that involve prices paid per person in a defined community being adjusted by risk profiles for those communities.
  • Development of community engagement strategies, including feedback-generating tools, which have been used to develop motivation amongst healthcare users to continue testing changes, which can encourage identification of new improvement ideas.
  • Better understanding of leadership and corporate governance of healthcare financing organisations, including improved relationships among directors, shareholders, management, government agencies, and other stakeholders.
Who should attend

The programme is ideal for persons responsible for managing financial and business development in the health insurance and healthcare sector, including top managers, healthcare business development directors, and chief finance officers. It is also essential for healthcare finance practitioners at the central (ministry) and sub-central (local government) levels, members of the healthcare improvement committees in National Parliaments, and other stakeholders involved in healthcare business and policy making.
